How Welcome To... Scoring Works

Welcome To... is a roll-and-write in everything but the dice: three number-and-action combinations are revealed from three card stacks each turn, and every player at the table picks one of the same three and writes it on their own score sheet — simultaneously, no waiting for a turn. The game ends when someone completes all three City Plans, fills every house on all three streets, or takes their third permit refusal. Then everyone totals the six boxes printed along the bottom of the sheet. Here's what goes in each one.

1City Plans

Three City Plan cards sit face up for the whole game, and every player is chasing the same three. Each card shows two values: whoever completes it first scores the higher one, and everyone who completes it later scores the lower one. If several players finish the same plan on the same turn, they all take the higher value. Tick the plan off on your sheet as you complete it, and enter the total of all three plan boxes here — this is usually the single biggest number on the sheet, and it's the one that rewards racing.

2Parks

Each of your three streets has its own park track, filled in with the Landscaper action. The tracks pay progressively — the further along a street's track you get, the more that street is worth, and the last few boxes are worth far more than the first. Score each street's track separately against how many parks you built there, then add the three street values together for this box. Partly filled tracks still score whatever box you reached.

3Pools

Some house spaces on your sheet are printed with a pool. Write a number on one of those spaces using the Pool Manufacturer action and you build the pool. Unlike parks, pools score from a single track covering all three streets at once: count every pool you built across the whole neighborhood and read off the matching value. The track climbs steeply, so the difference between a few pools and most of them is much bigger than it looks.

4Temp Agency

The Temp Agency action lets you nudge the number you're writing up or down before you place it — the escape hatch that keeps a bad flip from becoming a refusal. Every time you use it you cross off a temp agency box, and at game end those crossed-off boxes convert to points on the track printed on your sheet: the further along you got, the more it pays. It's a small box compared to the plans, but it's free points for using an action you wanted anyway.

5Housing Estates

Fences drawn with the Surveyor action carve each street into estates, and an estate scores only when every house inside it is built. Estates come in sizes 1 through 6, and each size has its own value track on your sheet that you climb with the Real Estate Agent action — bigger estates start higher and can be pushed higher still. At game end, take your current value for each size, multiply it by how many completed estates of that size you have, and add the results together. Unfinished estates score nothing at all, which is what makes a greedy six-house estate such a gamble.

6Permit Refusals

If none of the three number-and-action combinations on offer can legally go anywhere on your sheet, you take a permit refusal and cross off a refusal box. The boxes escalate: the first refusal is free, the second costs 3 points, the third costs 5 — and taking the third also ends your game. Enter your total refusal penalty as a negative number (0, -3, or -8 for all three).

Welcome To... Scoring Questions

How do you score Welcome To...?
Welcome To... scores once, at the end of the game, using the six boxes printed along the bottom of your score sheet: City Plans, Parks, Pools, Temp Agency, and Housing Estates all add together, then permit refusals subtract points on an escalating track (the first is free, the second costs 3, the third costs 5). The highest total builds the best neighborhood and wins.
How do City Plans score — first versus later?
Every City Plan card shows two values. The first player to complete that plan scores the higher value; anyone who completes it afterwards scores the lower one. If two or more players complete the same plan on the same turn, they each take the higher value. All three plans are public from the start, so everyone is racing for the same bonuses.
How do housing estates score in Welcome To...?
Only completed estates score — every house inside the fences has to be built. Each estate size from 1 to 6 has its own value track on your sheet, raised during the game with the Real Estate Agent action. At the end, multiply your current value for each size by the number of completed estates you have of that size, then add across all sizes. Bigger estates are worth more per estate, but an unfinished one is worth nothing.
What do permit refusals cost?
A permit refusal happens when you can't legally place any of the three numbers on offer. The penalties escalate: your first refusal costs nothing, the second costs 3 points, and the third costs 5 — and taking the third ends your game, one of the three ways the whole game ends. In the calculator above, enter your total penalty as a negative number (0, -3, or -8).
How does the temp agency score?
Each use of the Temp Agency action crosses off a box on your sheet, and at game end the crossed-off boxes are read against the temp agency track for points — the more you used it, the further along the track you score. It's the smallest of the five positive boxes, but it costs nothing extra to collect.
Can you play Welcome To... with more than 5 players?
Yes — any number can play. Everyone works from the same three card flips at the same time on their own score sheet, so nobody waits for a turn and the player count is limited only by how many sheets you have (the box is rated for 1 to 100 players). The calculator above holds up to 5 columns, which covers the finalists at most tables; for a bigger group, total the sheets in batches.
How does solo scoring work?
Solo play uses exactly the same score sheet and the same six boxes — you're building a neighborhood against your own best total rather than against another player. Total the sheet the same way and the calculator works fine with a single column.
